The intelligent traffic video surveillance system is primarily used to monitor the visual integrated monitoring system of expressway operations. It includes monitoring systems along the expressway, event detection systems, traffic flow systems, information release systems, tunnel and railway monitoring systems, and more. However, each section has chosen different monitoring technology systems and equipment at different times, resulting in a lack of full compatibility and interoperability among the monitoring systems of each road section. Consequently, the system cannot fully utilize the functions of global path guidance, multi-path traffic flow control, network dispatch, timely and unified emergency response, and cannot maximize the traffic capacity of expressways. Therefore, there is an urgent need to establish an interconnected network video surveillance system.

HT SOLAR effectively addresses the challenge of providing electricity for intelligent traffic monitoring systems, despite the obstacles posed by long distances and the widespread distribution of such systems. By employing a combination of wind-solar power and solar power, HT SOLAR overcomes the difficulties in supplying power to these systems. The front-end equipment, including cameras and displays, collects and promptly delivers accurate and comprehensive information about various aspects of the road, such as traffic flow, incidents, accidents, and road conditions. The road operation center's information release system enables vehicles along the road to easily comprehend the current state of traffic operations. In case of any abnormal traffic situation, the operation center promptly identifies the location of accidents or blocked areas, and provides real-time guidance and rescue information accordingly. This ensures the safety of both vehicles and personnel.

The intelligent transportation system architecture consists of several key components: a provincial monitoring center, a road monitoring sub-center, base monitoring units, and a wind-solar complementary power supply system, which includes a wind generator and a solar module.
